No unfortunately you can't. The only way to get Blaze Rods/Powder is from killing Blazes, so if your fortress doesn't have a spawner, you need to find another one.

1 blaze rod=2 blaze powder. Worst case you need 12 EOE for a portal. I have never needed more than 3 eyes to find the stronghold. So worst worst case scenario 16 eyes of ender.
